Against the background of rapidly development of high technologies, President Ilham Aliyev signed an order on February 20, 2004, to abolish the Ministry of Communications and establish in its place the Ministry of Communications and Information Technologies.
It was an important step for the future development of this sphere and the creation of opportunities for every citizen to enjoy modern information communication technologies. The development of ICT and its comprehensive application became one of the major directions of the Azerbaijan Republic on its way to forming a new high technology and knowledge-based economy.
The Ministry of Communications and Information Technologies is the state body responsible for this field and coordinator of the relevant State Programme. It has organized multiple activities aimed at upgrading the telecommunications infrastructure, the application of new technologies, the improvement of regulatory functions, regulation and liberalization of the ICT market, and the enhancement of production potential in this sphere.
